Patients suffer, low staff morale, rubbish IT

Still largely non-responsive to patient need, though individual staff try to go the extra mile despite the system. Low staff morale in the main, where they feel the system makes it very hard to give their best. Dreadful IT systems (laptops almost permanently broken) with very poor back-up.
