Registration process should not be allowed

I rung to register as comes up as my nearest place to register. I live in Dereham Norfolk. Told I can't register on the phone. Each adult has to come in person to register. Took time off work with my husband and we drove down (1.5hours each way) to be told they had registered their quota for the day and had closed registration - no indication of this other than a piece of paper on the front door and I had rung in the morning. Drove down again first thing in the morning (3 hour round trip another morning off work) to register. This was in February. In July I rung to see how far up the waiting list I was and was told I'm still on the waiting list and all fine but if I haven't heard by August to ring again. Rung again in September to be told they are taking on 6000 patients and on the registration form it says that if they can't get you an appointment within 6 months they will shred your registration form and not contact you and this is what happened to my form. So I'm not registered, had no idea and could have been on a waiting list somewhere that is actually going to see me. How are they allowed to do this? Why are they doing this? Surely this is amoral
