Few steps to get appointment

I'm getting used to this system of a few steps before you can get the appointment. I do understand an initial, what feels like a 'filter' with the receptionists. But then the GP too rings you, at some point that day (not being given a time is difficult). Then they may book you in to see them. It just feels like that part is unnecessary. I am sure most patients know if it is needed face to face, and reception could ask if you feel it is something you think needs face to face chat, then you would be able to say then.
